All Rosewell pickups undergo a final assembly process with wax potting applied.
You can verify this by pressing the tensioned bobbin; if you feel a firmness, it indicates that the wax potting has been properly applied.

If only the sound from the 4th string is louder, it indicates a setup issue with the guitar.
Check if the 4th pole screw of the pickup protrudes more than the others, adjust the saddles of the guitar bridge, or ensure that the nut on the guitar neck is securely assembled.
